WIP Release of the new sector file with some bug fixes.

Changes from the previous version are as follows:

Fixes:
- [PLUGINS] Fixed 13R extended centreline always displayed in ACC view
- [PLUGINS] Fixed wonky vectoring cone on Dubai Tower AIR view. Now is displayed accurately with the correct tracks and distances.
- [PLUGINS] Fixed some layering and colour issues on Dubai Tower AIR view
- [PLUGINS] Added missing ICAO_Airlines.txt directory to GRPlugin. Now airline callsigns will display correctly at the bottom of the screen.

A complete rework of the sector file using TopSky and GRPlugin. ARBControllerPack has been retired in this release and the route checking has been transferred to VCH and VFPC

This has been released in a work in progress state due to the old version of TopSky becoming unusable as on 15/09/2024 which has necessitated this release.

Expect several updates to resolve the known issues in due course.

Please ensure you delete the old sector file and do a FULL CLEAN install otherwise the sector may not work correctly!
