This is completely reworkes sectorfile build of the Krasnoyarsk (UNKL) FIR within GNG.

CHANGES

- [NAVDATA] Applied AIRAC 2402.
- [SECTOR] Added new ground layouts throughout the Krasnoyarsk FIR.
- [SECTOR] Defined accurate sector splits as per AIP.
- [SECTOR] Fixed position callsigns and frequencies.
