Updates AIRAC to 2008
Updated TopSky to version 2.2.1 beta 13. Same .dll manual replacement shenanigans still in place. This supposedly fixes the route draw error for aircraft on the ground.
Updated the Departure list to be slightly more readable with some more space in between columns.
Added a CTOT functionality to the Departure List. By default it is hidden, and can be shown by clicking 'F' on the top left of the list. This functionality is not intended for use yet. It allows to store and display a CTOT. By default list will display 0000 as no CTOT is stored. Left click to assign a value, default will be current time. Right click to reset the value. The value is reset to empty, and displays emtpy. The value itself is stored in the ATD field of the vatsim flight plan, and is fully compatible with non TopSky users.
Added XFL to aircraft tags. XFL will display when different from CFL. Left click to change XFL.
Removed CFL right click action of XFL menu. Replaced with RFL menu.
Added ASP and menu to flight plan tracks.
The previously used Metar provider is no longer compatible, and until a suitable alternative is found, its better to revert back to Noaa, more things were breaking than was worth it.
Also defaulted CPDLC transfers to on, not sure why it was off

Updates both plugins to the latest beta.
WARNING: Due to limitations with the way the euroscope updates files, you MUST manually replace the .dll files yourself, possibly with Euroscope closed. This has to do with the .dll files already being loaded by the program, thus locked by windows and unchangeable.
Failure to do so will result in crashes.
New versions are mostly background stuff, however they are reported to be much more optimized and have better performance. TopSky will also attempt to keep track of tags if they momentarily disconnect from Vatsim. If they reconnect, after a few seconds, TopSky will attempt to populate the tag with what it had before the disconnection.
NEVERLAND and SNOWFALL areas are now automatically injected based on Notam information. This may result in either of these being active without the usual TRA54 or 55 underneath them, most likely due to the daily FUA not having been done for the day.
Notams are displayed on connecting. This is necessary to force Notam areas to be detected and displayed. You can close the window as soon as the Notam list is populated. Or you can read them all too. Knock yourself out reading Canarias Notams, or weather balloons.
